At just after midnight, an officer responded to a report of a man screaming, swearing, rolling on the ground and "spazzing out" near the picnic table outside the east side of Governors Hall. The officer found the man lying on the ground next to a tree and talking on the phone. The man appeared to be upset, but said he was OK.

The officer told him someone had called to report his behavior. The man said he was arguing with his girlfriend and told the officer he was sorry. The officer told the man he could continue talking on the phone outside as long as he kept his voice down and stopped swearing during the conversation. The man told the officer he understood
