At 12:56 a.m., an officer was notified by a student patrol officer that he observed a man urinate in the bushes next to the footbridge, near the Haas Fine Arts Center. The student patrol told the officer that the man was wearing a white shirt and had a backpack on. The student patrol was following the man on the bridge and was heading towards Garfield Ave. The officer was waiting at the south end of the bridge. The officer then located the man and asked him to stop. The officer asked the man why he had urinated outside in the bushes near the building. The man told the officer that he didn't urinate outside and began to become argumentative.

While the officer was talking with the man, the officer could smell the odor of an alcoholic beverage coming from the man. The man's speech was also slurred and his eyes were bloodshot and glassy in appearance. The officer asked the man how many alcoholic beverages the man had had to drink and the man said that he hadn't had anything to drink.

The officer asked the man what he had in the backpack. The man threw the bag on the ground and said that there was nothing inside. The officer asked the man if he could search the bag and said, "go ahead and search it." The officer found three unopened 16 oz. cans of Coors Light. The officer had the man dump them out and properly dispose of the cans. The man submitted to a PBT test and registered a .14. The officer issued the man a citation for underage drinking, first offense. The officer verbally warned the man for deposit of human waste. The man continued to deny that he had urinated outside.
