At 12:06 a.m., an officer received a report of marijuana use outside of Governors Hall. The complainant reported at 11:53 p.m. that he could smell the odor of burnt marijuana outside the building and suspected it was coming from a group of people sitting at a picnic table on the east side of the building.
At 12:13 a.m., the officer walked around Governors Hall and approached the picnic table. There weren't any people present and the officer could not detect the odor of burnt marijuana, or any other obvious signs of drug activity. The officer met with the complainant, who said he could smell marijuana in his room because his window fan had been blowing air inside. He said he saw the people at the picnic table from his window and saw a lighter flickering. After making the complaint, the man said the people left. He said he didn't see where they went, but knew they hadn't come into Governors Hall.
