The new building would house the school of education and the psychology department, as well as address other problems, such as congestion in Hibbard Hall and an out-of-date Brewer Hall, Soll said.
Senior elementary education major Ryan Krall said a new building is a necessary upgrade for Brewer Hall.
"It's more like a dungeon than a college class building." he said. "With so many education majors going to this school, that building, especially the basement where all of us are all day, is a disgrace."
The building would be located in the vacant space between Zorn Arena and Schneider. The funding would not come out of the university's operating budget.
In addition to the school of education and psychology department, the new building would bring together Student Development and Diversity.
"Right now it is split into five different buildings, which makes it difficult to communicate," Soll said.
Special education programs and the Human Development and Autism Centers also would be located in the new building.
Soll said the university will give more information about the project to legislators for further consideration when the next biennium comes up in the summer of 2007.
At the earliest, the building would be completed in 2012, Soll said.
